Season 1 - Picard

   Picard retired and lives/works at his vineyard. Starfleet security beams in and ask for him to assist them. He tells them he is retired and to find someone younger. They insist and he realizes it is urgent. He accepts and they beam him to starfleet headquarters. He is escorted to room where he meets 7 of 9.
"Admiral Picard, it is an honor to meet you."
"Thank you. Do you know why we are here?"
"I have been instructed to wait. There is one more we will be meeting"
"I just realized, you are 7 of 9."
"Yes, but I go by Annaka now," she replied.
"I am sorry, Annaka. I see you are a commander!" he admired.
"Yes, I joined starfleet after I returned home."
"Ah yes, Voyager. I have been reading of your adventures in the Delta Quadrant. A sort of a good read before I sleep every night. It is amazing everyone made it home!" he told her.
"Yes, we lost a few but we are grateful."
At that moment a third person arrives.
"Hue!"
"Jean-Luc! It is good to see you! How have you been?"
"I am a miserable old man. How are you? What have you been doing all this time?"
"I am an avocado farmer in Africa," Hue said.
"Ha! I am been retired to my vineyard in France!"
"A vineyard?" Hue said amazed.
"It has been in the family for generations."
"I never knew or thought of you as a farmer!"
"We should get together and have some wine and avocados!"
"Most certainly." Picard says.
"Well... It is more obvious what we are doing here. Is there a problem with the Borg?" Picard informed them.
"Unfortunately, yes. I was onboard the Apollo when we attempted to hold a line of defense against them. Yet, they broke through."
"The borg are back?" Hue said melancholy and afraid.
"Our tactics failed," Annaka said. "We were brought here to be a think tank and to strategize a defense and offense against them.
"Tell us everything," Picard says sitting down.
"We initially received a signal from the Romulans," Annaka informed them.
"Romulans?" Picard asked.
Annaka shows Picard and Hue the message. It held a message of a Romulan subcommander sending a signal to starfleet. They talked about how the borg have invaded
their empire and was headed directly towards Federation space. It was a warning.
"It turns out this was not a bluff. Our defenses have improved since Wolf 359 but not enough. The Romulan fleet is broken, their bases and defenses were no match.
Neither are ours unless we can stop them.
Picard, Annka, and Hue then start going over reports and do their best to strategize against the borg.
Days pass with no results. Then Picard noticed something.
"Isn't this odd?" he told them. The other two looked at him astonished at his discovery. Picard immediately contacts an active admiral with a request. Request denied. No ships can be spared.
"This is of the utmost importance, we must head to this planet now!," Picard tells them.
"No, we can not do that," Admiral said denying them their ship.

They find a non federation trade ship that is fast, sturdy, and armed. They go to their location they sought. Along the way, since it is behind enemy lines of the borg invasion, they come across a sphere and defeat it. There they find their answer. They were confused about why the borg were only destroying bases and there was zero assimilation.
The answer to that is that it was not really borg, but the Romulans. The Romulans found a fleet of deactivated borg ships and they hacked them and taken them over. They falsifed the video recording of the borg fleet destroying the Romulan fleet. Picard and the others isolate the transmission and halt it. They were correct in their assessment.
The borg stop their invasion and become deactivated.

The borg invasion, though, was only part of their plan. The second half was to occupy the new space that the borg destroyed of federation. With the federation fleet tattered, the Romulans easily came in and claimed their new space by setting up new defense systems and sensors. Treaty negotiations began of a truce and a new neutral zone. After years of negotiations and some skirmishes a new neutral zone was established.

This, however, was the Romulans third tactic. They knew how the Federation prized themselves on negotiations and peace. From the negotiation the Romulans were able to still expand themselves and claim a few more interesting planets and systems and give the Federation poorer resourced planets. At the end of the negotiations the Romulans gloated over their triple successful play against the Federation.

Yet Picard pointed out, "the Federation is not about territory or how large a domain we control. The Federation is about co-existance with other species in a peaceful and unified stance, for everyones greater good. To live a safe, healthy, and fulfilling lifestyle without oppression or terror. You may have claimed lives of good people, upended planets and colonies habitation, and expanded the domain the Romulan Empire lords over. You have not learned anything from this. This pety and useless exercise of war. We have rebuilt our fleet and our defenses. We will remain ever more watchful over our border with you. We have learned there is no limit and no
low you will stoop to for victory. We will teach these lessons to every starfleet officer. That the Romulan Empire is honorless."

His words enraged the Romulan ambassador and he leaves speechless.
